Special Prosecutor Abandons Investigation into Milorad Dodik

Special Prosecutors’ Office of Republika Srpska (RS) does not have enough evidence to charge Milorad Dodik, the president and the former RS prime minister and it dropped its investigation against him and six other the entity officeholders who were suspected of abusing authority to damage the RS budget in millions of KM.

These include the current Prime Minister and former RS Finance Minister Aleksandar Džombić and the former and current office holders Nedeljko Čubrilović, Fatima Fatibegović, Milenko Dakić, Mladen Lazendić and Dragan Davidović.

In its press release The Special Prosecutor’s Office said that it did not find evidence that Dodik and the others have abused authority in the case of construction of the RS Government Administrative Headquarters, the RS Broadcasting Corporation and a portion of Gradiška – Banja Luka highway by giving special consideration to the Integral Inženjering Corporation that made millions from the deals.

The Prosecutors’ Office of Bosnia and Herzegovina (BiH) originally launched an investigation against 15 individuals, but in the beginning of June 2011 it decide to send the part of the case related to Dodik to the Special Prosecutor’s Office. A smaller part of the case related to money laundering and tax evasion the BiH Prosecutor’s Office kept and continued to investigate.

The BiH Prosecutor’s Office launched the investigation in February 2009. after the State Investigation and Protection Agency (SIPA) had submitted a report in which it charged Dodik, six former RS ministers, six officeholders and managers of public companies and the directors of Integral Inženjering Corporation Slobodan Stanković and his wife for organized crime, abuse of office, money laundering and tax evasion.

In its report SIPA wrote that the suspects have damaged the RS budget for 115 million KM. The price of the highway construction was higher than what the contract specified with no penalties for missing deadlines. The investigators also questioned the public procurement process for furnishing the RS Government HQ. A few of the more questionable items include a 1,734 KM wastebasket and 1,294 KM for table ashtrays.
