Even though it had been proved at the Court of Bosnia and Herzegovina that three major wholesale firms evaded paying taxes of at least 1.1 million KM between 2003 and 2005, they have not been prosecuted. The firms which handled the money got into trouble, while wholesalers keep growing, sometimes with the help of state loans and public bids they win.
FBiH auditors have warned for years that during the Vahid Hećo’s term at the Ministry of Energy, Mining and Industry, the criteria for grant disposal were not clear. Also, some companies never accounted for the money they received.
The Federation of Bosnia and Herzegovina Ministry of Energy, Mining and Industry dispensed around 15 million KM in grants to private firms. At least 4 million KM of that was awarded to firms connected to the governing parties in FBiH.

Tens of thousands of KM have been withdrawn from several veterans’ organization accounts in Sarajevo without ever accounting for the money. The FBiH Financial Police’s investigation into five veterans’ organizations and their two firms found that most of the money was spent for the material expenses, paying employees and fees to the members of the management and supervisory boards.
Čapljina-based HDZ and former municipal officeholders incorporated a private firm then they gave it land, public buildings and government funds. The municipality had to pay the owner of the expropriated land and is now considering litigation against the firm.
Some officeholders and entrepreneurs charged with financial fraud and money laundering use services of court-appointed lawyers because their assets are frozen. But, if they are acquitted and their assets returned, they still don’t pay. Courts pay their lawyers with taxpayers’ money.
Concessioners in the RS are selling concessions to build small hydroelectric power plants, and the government does little to stop them. Although businessmen claim that they sell for small amounts, the experts say that the profits from the deals top several times the amount of money invested.
Prosecutors take as long as five years to investigate workers’ complaints about management complicity in bankrupting companies and about crimes during the bankruptcy procedures. While they delay company assets are transferred to new owners, and workers are stripped of jobs, salaries and pensions.
